Hispanics make up one-fifth of the U.S. population but just 1 percent of elected officials, according to a 2016 analysis by Univision News. Last year, Mountain View elected two minority council members: Lucas Ramirez, who is Hispanic, and Ellen Kamei, who said her family background included Japanese, Chinese and Puerto Rican field workers, according to the Los Altos Town Crier.
