Silicon Valley Pain Index Annual Reports

Since 2020, the purposes of the annual Silicon Valley Pain Index [SVPI] reports are to: (1) Provide an efficient, easily digestible, statistical overview of structured inequalities to inform policy and practice in “Silicon Valley.” (2) Serve to measure Santa Clara County’s performance as a “human rights county,” which it declared in 2018.  They show that the wealth gap between White households and Black and Latino communities is widening at an unprecedented rate, and the trends shows no signs of slowing down anytime soon.

Board Resolution Declaring Racism a Public Health Crisis

6/23/21 Our County’s Division of Equity and Social Justice was created to address social inequities that exist within County services including racial and ethnic disparities. The coronavirus outbreak laid bare the disproportionate number of people of color getting COVID-19 in our County, including our Latino population countywide and our Latino, African American and Asian American communities in East San Jose.
Other communities across the Country have declared racism a public health crisis including the City of Milwaukee, Milwaukee County, Madison County, Cook County, the City of Pittsburgh, the City of Boston, Kansas City and the State of Arizona.

County creates New Office to Address Systemic Inequities that Negatively Impact Historically Marginalized Communities

1/10/22 The new Chief Equity and Inclusion Officer will collaborate and partner with County departments to integrate values of diversity, equity, and belonging into their operations and to build organizational capacity to address systemic inequities that contribute to poor outcomes for historically marginalized communities. Dr. Analilia García, who is trained in public health and has built a career championing social justice, started today as Chief Equity and Inclusion Officer, and will lead the newly created Office of Equity, Diversity and Belonging.

SCC Cultural Communities Wellness Program (CCWP)

A Family Outreach and Engagement Program (formerly known as ECCAC or Ethnic and Cultural Communities Advisory Committee) providing linguistic and culturally competent outreach, education, advocacy and peer support to ethnic communities. Bay Area has become more segregated over decades, report says

6/21/21 The Bay Area has become more racially segregated since 1990, mirroring a long-running national trend of cities and neighborhoods dividing more starkly along ethnic lines, according to a new study by UC Berkeley researchers.
Oakland, Fremont, San Francisco and San Jose are all among cities ranked as “highly segregated” by the university’s Othering & Belonging Institute.
Although the Bay Area has one of the country’s most diverse populations, researchers say ethnic groups have settled into homogenous neighborhoods, often hindering economic advancement in segregated communities of color. But the Bay Area is not alone ” more than 8 in 10 metro areas have become more exclusionary in recent decades.

COVID-19 Guidelines for the General Public

As of April 6, 2022, close contacts in most settings who have been exposed to someone with suspected or confirmed COVID-19 who are asymptomatic are no longer required to quarantine, regardless of vaccination status. California Department of Public Health (CDPH) masking guidance also strongly recommends wearing a well-fitting mask around others for a total of 10 days, especially in indoor settings and when near those at higher risk for severe COVID-19 disease.

San Jose leaders approve recommendations to address COVID-19 health disparities

9/2/20 San Jose leaders unanimously accepted 30 recommendations Sept. 1 from Santa Clara County’s Health and Equity Task Force to tackle growing health disparities in the time of COVID-19.
The recommendations include translating emergency information, contact-tracing, extending rent relief, distributing food and adding additional COVID-19 testing sites.
Councilmember Magdalena Carrasco said as of Aug. 31, more than 170 cases were reported in Santa Clara County, but many residents still don’t know where to get the services they need. Key Words: Equity

7/17/20 During a committee hearing this week, U.S. Rep. Zoe Lofgren of San Jose said the coronavirus pandemic has clearly exposed systemic racism in the United States.
“It didn’t create it, but it revealed the divisions” she said. “We have an opportunity now to examine the broad scope of that and to come up with a path forward for change.”

The San Jose State University Human Rights Institute on Tuesday unveiled the Silicon Valley Pain Index, the first of planned annual reports focusing on racial discrimination and income inequality in the region.
Coming at a time when institutional biases against Black people and communities of color are under heightened scrutiny, the index leans on the latest available data and reporting to call out disparities such as the disproportionately high death rate of Latinos from COVID-19 in SCC and the overwhelmingly white makeup of tech company executive suites.

US Immigration History Booklet

In 2019, the Santa Clara County Office of Immigrant Relations (OIR) worked with the CA History Center & Foundation to create a timeline of immigration history in the US.

CADRE coordinates organizational preparedness planning in non-disaster times and activates to respond and provide essential services during and after a disaster.

SCC Rapid Response Network Hotline (RRN)

The Santa Clara County RRN is a 24/7 hotline that community members can call to report ICE operations and receive help in real life time! When you call the RRN line: The dispatcher that receives the call will support the community member in asserting their rights, and will dispatch trained Rapid Responders to the impacted site. If immigration enforcement is confirmed, the Rapid Responders will conduct legal observation, collect evidence that may support the immigration case of the impacted family, and provide moral support and accompaniment to the impacted family. If a community member is detained, we will connect them with immigration attorneys for legal counsel and provide accompaniment support. We want to make sure no community member has to go through this on their own.
