Medical Assistance Programs for Immigrants in Various States

6/21 Federally funded Medicaid and CHIP (Children’s Health Insurance Program) is available to otherwise eligible “qualified” immigrants who entered the U.S. before August 22, 1996, and those who have held a “qualified” status for five years or longer. Refugees and other “humanitarian”? immigrants, veterans, active duty
military and their spouses and children, and certain other immigrants can get Medicaid or CHIP without a
five-year waiting period.
This table describes state policies for providing health coverage to additional groups of immigrants,
under federal options to cover lawfully residing children and pregnant women, regardless of their date of
entry into the U.S., or to provide prenatal care to women regardless of status, using CHIP funds. It also
describes immigrant coverage under programs using exclusively state funds.*

Gaps in social safety net leave undocumented immigrants most vulnerable in time of crisis

4/9/20 The COVID-19 or “coronavirus” crisis has exposed massive fault lines in U.S. health, economic and labor sectors. With no end in sight, undocumented immigrants are left most vulnerable because of systemic exclusion from health care and social safety nets.
… those without a valid Social Security number (SSN) and work authorization, have been cut out from receiving a single dollar from the COVID-19 Relief programs.
Immigrant workers who file their taxes using an Individual Tax Identification Number (ITIN) and families with mixed immigration status will bear the weight of these impacts. If one person in the household lacks an SSN, the entire family (including U.S. citizen children, spouses, and legal permanent residents) is denied access to the cash assistance.

Lawsuits Filed to Protect Undocumented Immigrants from Exposure to COVID-19

4/1/20 Immigrant advocates and civil rights organizations are suing federal and local governments to try to protect detainees from the rapidly spreading coronavirus. Due to harsh federal immigration policies, the Trump administration is now holding over 50,000 in crowded detention facilities”and forcing asylum seekers to attend in-person hearings in immigration courts.
On March 27, six immigrant legal advocacy groups filed a motion in federal district court in Portland, OR, for a temporary restraining order to stop hearings in federal immigration courts. Key Words: Detention, immigration

South Bay Asian Americans report attacks, harassment amid coronavirus pandemic

4/6/20 The viral posts documenting attacks or harassment targeting Asian Americans amid the novel coronavirus pandemic are not isolated incidents, nor is the South Bay excluded from it, academic researchers and law enforcement say.
While these incidents have been shown in everyday interactions ranging from grocery stores and tenant disputes, researchers say the racism has been prompted by the nation’s highest office, as President Donald Trump and his administration have used language like the “Chinese Virus” and “Wuhan Virus” to describe COVID-19, the disease caused by the virus. These terms have also been deemed inappropriate by the World Health Organization and the U.S. Centers for Disease Control and Prevention.

4/5/20 Courts and legal services providers across the country are grappling with the challenge of providing domestic violence victims access to justice at a time when millions have been ordered to “stay home.”
Roughly 300 million people across the country have been urged to stay home as part of an unprecedented public health effort to stem the spread of a novel coronavirus.
While the measures may help “flatten the curve” of new COVID-19 cases, they also pose a unique threat to people in abusive relationships: How do you stay home when home is not a safe place to stay?
… widespread layoffs and the heightened stress that comes with a pandemic “will inevitably lead to an increase in domestic violence. Domestic violence survivors are in greater danger than ever before” she added.

Our experienced and culturally responsive mental health therapists volunteer to provide free and completely confidential services, tailored to meet the needs of each individual. Therapists receive ongoing peer consultation and training to better understand the unique experiences of undocumented young people.
All undocumented young people who reside in California and are comfortable conversing in English are eligible for our service.

CA Department of Public Health (CDPH) Immigrant Communities Guidance on Public Charge

The CDPH is focused on ensuring all individuals, regardless of their immigration status, are protected from the outbreak and receive appropriate testing and treatment. For families that are concerned about the “public charge” rule, immigration officials have confirmed that they will neither consider testing, treatment, nor preventative care related to COVID-19 as part of a public charge inadmissibility determination, even if provided or paid for by one or more public benefits considered under the rule including Medi-Cal. Newsom bans water shutoffs for customers with overdue bills

4/2/20 Gov. Gavin Newsom on Thursday issued an executive order that prohibits all public water agencies from disconnecting service to residences during the coronavirus pandemic. The order also does not absolve customers from bills they owe. They still are responsible for payment, but cannot be disconnected if payments are late or missed.
The order remains in effect indefinitely. It applies to residential service and to businesses that have been deemed essential by the state public health officer, such as grocery stores, health clinics, carry out restaurants and others.
It also requires water systems to restore service to residences that were shut off for non-payment after the March 4, 2020, statewide emergency coronavirus proclamation. Key Words: Finance, COVID-19

San Jose legislator pushes to protect farmworkers during COVID-19 crisis

4/2/20 The question of who qualifies as an “essential worker” during the coronavirus crisis is no longer limited to health care workers and first responders ” it now includes grocery store clerks, restaurant employees and truck drivers. Local legislators are now pushing to add farmworkers to that list, as they’re filling produce trucks and grocery store shelves.
San Jose Assemblymember Ash Kalra this week called for Gov. Gavin Newsom to expand protections for the roughly 500,000 to 800,000 farmworkers across California, including the ability to stay home and take care of their families amid the COVID-19 outbreak without worrying about the resulting financial strain.

6/26/22 Free meals are available to ALL kids ages 18 and under this summer, with no registration required! Second Harvest of Silicon Valley has launched a site locator on its website. Families can enter their locations using their address, city, or zip code. Icons pop up on a map where summer meal sites are located and when users click on the icon, they see all the information needed, including location details, mealtimes and contact information.

MyShake Quake Alert App

10/17/19 For the 30th Anniversary of the Loma Prieta Earthquake, the USGS has just released MyShake – a new Shake Alert app for the SF Bay Area. It is now available for download to iOS and Android devices, allows earthquake warning messages to reach Californians statewide, and should give several seconds warning at the beginning of an earthquake.  Possibly enough time to get to a safe place and Drop, Cover and Hold. Public Safety Power Shut Off (PSPS)

6/19 As a safety precaution, San Diego Gas & Electric (SDG&E), Southern California Edison (SCE) and Pacific Gas and Electric (PG&E) monitor local fire danger and extreme weather conditions across California and evaluate whether to turn off electric power.
While Public Safety Power Shutoff events are more likely to occur in high fire-risk areas, all Californians could be impacted by emergency events and need to be prepared with a plan.
Customers should update their contact information with their energy company so they can receive notifications. People with no PG&E account can call 1-877-900-0743 to enroll for notification.

How Does the American Red Cross Help Asylum Seekers and Migrants?

4/8/19 The American Red Cross has several different programs to assist people in different situations. Disaster relief: During natural disasters or other emergencies, people who have disaster-related needs can access Red Cross services. regardless of immigration status. The Red Cross does not ask families to show identification in order to stay in our shelters.
Our Restoring Family Links program provides peace of mind to thousands of refugees, asylum seekers and migrants in the US by helping them reconnect with their families abroad.
The American Red Cross will also help reconnect family members who have lost touch with their loved ones during migration. Some of the organizations we are working with include Catholic Charities, Gathering Humanity, and Annunciation House.

10/4/18 BuzzFeed News spoke with a number of documented and undocumented immigrants, as well as immigration advocates and volunteers, who said that the Trump administration’s crackdown on immigration made many immigrants feel as though they had to ride out the storm and subsequent flooding at home.

SCC Rapid Response Network Hotline (RRN)

The Santa Clara County RRN is a 24/7 hotline that community members can call to report ICE operations and receive help in real life time! When you call the RRN line: The dispatcher that receives the call will support the community member in asserting their rights, and will dispatch trained Rapid Responders to the impacted site. If immigration enforcement is confirmed, the Rapid Responders will conduct legal observation, collect evidence that may support the immigration case of the impacted family, and provide moral support and accompaniment to the impacted family. If a community member is detained, we will connect them with immigration attorneys for legal counsel and provide accompaniment support. We want to make sure no community member has to go through this on their own.
